It is a fact of life, when you live in an apartment building you share many things. One of these things is the plumbing. I have many times seen some situations that are , well, catastrophic. Some units have for instance, have water heaters in finished areas, above the neighbors. It is vital that you keep tabs on its age and operation. The normal life of a water heater is 10 years, never should you go past that age in a finished area. In CT the insurance laws hold the apartment owner responsible for damages (so I have been told) you should check with your agent.
There are many things that need to be managed in apartments. Water shut offs for work to be done, clogged drains etc. These all have to be considered when living in an apartment building, that is why sometimes they are called Co-ops !
